Cragin Pipeline Update 2/15/2016
Phase
4, the laying of the pipeline
in Rim Trail.
The contractor is now
laying the pipe into the trench that was originally dug along Belluzzi Blvd the end of last year. When
they reached a service line that crossed Belluzzi, they shut off water service just to that one house while they
buried the pipe. Now they are approaching the intersection of Rim Trail Rd and Belluzzi Blvd. This
is where we had the big water break back in November. Now its time for them to again remove the 20 foot
service line to lay the pipe into the trench. However, since we have no shut off to this service line, the
water has to be shut off to the Rim Trail community while they lay the pipe. So the water will be shut off
Wednesday morning, February 17th, from 8am to 4:30 pm. The residents who live off of White Tail Knob road
are not affected by this water shutoff as they get their water from a different storage
tank.
The Contractor will
work as fast as he can in laying the pipe, reconnecting the service line and backfilling the trench so we can
restore water service to Rim Trail. Once the pipe is past this point, we do not expect any more interruptions to
water service due to the pipeline construction.. As you may have noticed, a new layer of buckhead is being
put down on FR32 to restore the road from all the construction. The road construction crew is following behind
the laying of the pipe up FR32. The latest estimate from the contractor is that they will be finished with
the pipe installation in Rim Trail as well as the road re-construction by the end of
February.
We appreciate every
homeowner’s patience while we go through this construction for the pipeline. We have tried our best to
keep you informed as to when the water will be shut off. If you have any questions, please don’t hesitate
to call me. Until this construction is complete, it is still advisable to have 4-5 gallons of water on
hand during this construction period.

Q & A to/from T&T
Construction - the contractor ...
Q. Can you tell me what’s the latest schedule for the pipeline installation,
approximately when you will reach the cattle guard and how long it will take to get past Box Elder Lane?
A. We are approx. 3900ft from cattle guard assuming we can maintain decent
production we should be there around 2/2. From there we have another 3300ft to get to Box Elder so that puts us
there around 2/17
Q. What is the latest schedule showing work to be completed on FR32 and will that
include resurfacing with the addition of new material/rock?
A. Mainline Pipe work should be completed around 2/17 laterals will follow. We
will be resurfacing the entire rd 32 once the road dries out. We will begin that work just north of the 64/32
intersection and head north towards Box Elder. This work is subject to weather so I cannot give you a specific
date.
We are actively maintaining the road, the weather and road conditions have
been an ongoing battle as you are aware. We will continue to maintain the road as best as the conditions allow
until the permanent gravel surface has been installed.
Cragin Pipeline
Update 1/5/2016
Phase 4 has been delayed and now appears will not start until at
least Monday, January 18th. This is the laying of the actual pipeline through Rim Trail. Those of you who
have traveled up to Rim Trail are well aware of the road conditions of FR32 and how the weather has complicated the
situation. The contractor is doing his best to keep the road open and passable. The contractor estimates once
they get to the cattle guard crossing, it will take 6 to 10 days to go up through Rim Trail laying the pipe.
Unfortunately, when this happens there will be travel delays with flagmen on the road during the pipeline
installation. Expect at least a 15 minute travel delay.
The contractor has said that once they finish the laying of the pipe,
they will blade Belluzzi Blvd and put new rock material on the road to get it back to the condition before any
construction took place. If the weather co-operates, this would mean construction in Rim Trail would be completed
by mid-February and our road would be back to normal.
Phase 5. On Wednesday December 16th the contractor removed the
temporary water line and turned on the new permanent segment of our main line going down Box Elder Lane. Everything
has worked well with the new segment of main line but the road conditions on Box Elder became impossible because of
all the construction combined with bad weather. During the week between Christmas and New Year’s the contractor was
able to blade and spread some loads of rock on the road. This section of Box Elder lane now is in good shape
but will be torn up again when they go down the road to lay the pipe. Afterwards, they will repair the road
so it is usable again.
So Phase 5, installation of a new main line segment to our water
system is completed. Only Phase 4, the laying of pipe through our community is not finished. It is our expectation
that the project will be finished by mid-February barring weather conditions. We appreciate every homeowner’s
patience while we go through this construction. We have tried our best to keep you informed. If you
have any questions, please don’t hesitate to call me. Until this construction is completed, it is still
advisable to have 4-5 gallons of water on hand in case of a sudden loss of water in our system.
Cragin Pipeline Update 12/1/2015
Phase 4 now appears will not start until the week of December 7th in
Rim Trail. This is the laying of the actual pipeline in Rim Trail.
Phase 5. On Monday, November 30th the contractor successfully
installed a temporary bypass for our main line. They intend on having the trencher go down Box Elder Lane
then up Harvest Lane next Monday, December 7th. There is no impact on Rim Trail water while they do
this. However, when they have finished the trenching down Box Elder, then the contractor will install a new
permanent segment of our main water line. Currently that new main line is scheduled to be installed either
Wednesday or Thursday next week, Dec 9th or 10th. When they do this, the water will again be shut down for
the day. We will keep you posted as we get closer to that time.
Regarding road conditions, the contractor is committed to putting a
new layer of material on our road once all construction is done. The current plan is to be done with all the
work in Rim Trail before Christmas.
We appreciate every homeowner’s patience

11/23/2015
Phase 3 is completed.
Phase 4 now appears will not start until Monday, December 7th in Rim
Trail. This is the laying of the actual pipeline in Rim Trail.
Phase 5. On Monday, November 30th the water to our community will be
shut down for this one day from 8am to 5pm. The contractor will install a temporary main water line down the East
side of Box Elder Lane from Belluzzi to Harvest Lane on Monday. Then in a couple of days after the temporary water
line has been installed, the trencher will go down Box Elder digging the trench and then backfilling behind it.
Then when the new permanent Main line is installed about one week later, water to Rim Trail will again be shut off
for one day. We will do our best to minimize the time for the water shutdown. Every homeowner is advise to
have 4-5 gallons of water on hand during these shutdowns.

11/18/2015
Phase 3. This phase is completed. All service lines have had
couplings installed along with shutoff values and shunt pipes.
Phase 4. The contractor has started laying the Cragin pipeline
in the previously dug trench. At the current rate of installation, it is expected the process of laying the
pipeline will reach the cattle guard the week of December 7th.
Phase 5. The contractor plans on installing the temporary water line
on Box Elder Monday, November 23. We will need to shut off the water while this temporary water line is
installed. The water will be shut off at 8 am and is expected to be turned back on by 2pm.
The contractor will also spread gravel on Belluzzi Blvd next Monday
or Tuesday to create one drivable lane on Belluzzi for the Thanksgiving holidays.

Cragin Pipeline Update
11/12/2015
Phase 3. The trencher made it up to the intersection of
Belluzzi Blvd and Rim Trail Rd. Unfortunately, it hit an unknown, buried service line that required shutdown
of the water lines at 1:30pm. Repair pipe and fittings had to be purchased in town before the line could be
repaired. Repairs were completed and water service restored at 6:30pm. The trencher will continue up
Belluzzi and may reach the top of Box Elder intersection by the end of today.
Phase 5. This phase will begin today, Thursday, November 12. Due to the progress of the trencher, the water
line bypass to the our main line running down Box Elder will be installed Monday. We will need to shut down
the main line today at 10 am in order to locate the connecting point on Box Elder for the water line bypass.
We expect to have the water turned back on by 5pm today. The water line will be shut down again on Monday as the
contractor installs the water line bypass.
Cragin Pipeline Update 11/9/2015
Phase 3 has begin today, Monday, Nov 9th. The trencher made it up into Belluzzi Blvd. They
started at the South end by the mail boxes and worked their way up to 228 N. Belluzzi. They will continue
the trenching through Thursday, Nov. 12th. While construction is in this phase, Belluzzi becomes shut down due
to the width of the trencher plus the dirt that is piled up on that part of the road that the trenching machine
does not occupy. To get between the North and South end you need to make a detour by going over Bridge
road and up on Rim Trail Road. It is strongly recommended that you delay any travel plans to Rim Trail to the
weekends. The road is impassible during
construction.
Phase 4 is
scheduled to start on Monday, November 30th. This is the laying of the actual pipeline in Rim
Trail.
Phase 5
. It appears that Phase 5 may start as earlier as this Thursday, November
12th.

11/6/2015
Phase 2 was completed Thursday, Nov 5th. Water
was shut off for 8 hours and restored by 4:30pm
Phase 3 will begin on Monday, Nov 9th. This
phase is where the trencher will go up Belluzzi Blvd digging the trench through our community. As the trencher goes
in front of a home property, water supply to the home on the West side of Belluzzi will be shut off for 1 to 2
hours. Homes on the East side of Belluzzi will not have their water shutoff. However, homes on both sides of
Belluzzi can expect the driveway to their property to be blocked and therefore no access for 1 to 2 hours. The
trencher is a hugh machine and will block access until it passes by the property as it trenches up the
road.
Phase 4 now appears will not start until Monday, November
30th. This is the laying of the actual pipeline in Rim Trail.
There will be a new Phase 5. This is where the
trencher will go down Box Elder Lane approximately 200 feet before it turns and goes up Harvest Lane. During this
phase and before trenching starts, a temporary water line will be constructed replacing our Main water line going
down the middle of Box Elder. After the trencher has dug it's trench and the CC Cragin pipe has been put into the
trench, then a separate trench and new main water pipeline will be put into service for Rim Trail down Box Elder.
The start of this Phase has not been determined as of today but current estimate is that this Phase will start in
one to two weeks. Everyone will be notified in advance when it starts. At the beginning of Phase 5, the water
to Rim Trail will have to be shut off 1 to 2 days during work hours while the temporary main line is installed to
our system. Then when the new permanent Main line is installed, water to Rim Trail will be shut off for one day.
Again we will do our best to minimize the time for the water shutdown. Every homeowner is advise to have 4-5
gallons of water on hand during these shutdowns.

Cragin Pipeline Update
11/3/2015
Phase 1 of the CC Cragin project has been
completed. All service lines going across Belluzzi have been exposed and steel street plates have
been put over the exposed area. We only had one incident where we had to shut down the water for 1.5
hours.
Phase 2 begins tomorrow, Wednesday November 4th. Each of the
service lines will be cut; fittings, valves and shunt pipes will be installed at these locations. Estimated
time to complete this phase is two days, November 4th and 5th. This will be a hard shut down, water will be turned
off each day from 7am to 4pm, at which time water service will be restored until the next morning. This
water shutdown will effect everyone except those who are supplied water from the White Tail Knob storage
tank.
Phase 3 will begin on Thursday, November 5th. This is when the
trencher will go up Belluzzi Blvd digging the 7 foot deep, 3 foot wide trench through our community. It will
be this phase where individual water service to homeowners on the West side of Belluzzi will have their water shut
off as the trencher passes by their property. As a reminder, if you live on EITHER SIDE OF BELLUZZI
and have to leave your home to go anywhere, do so before the trencher goes in front of your home.
The trencher is a big machine and you will not be able to leave your driveway until the trencher passes by your
home. You should assume your driveway will be blocked for 1 to 2 hours before you regain access out your
driveway to Belluzzi.
Phase 4 currently is planned to start the week of November 23rd.
During the laying of the pipeline there is no plan to shut off the water lines.
Cragin Pipeline Update
10/30/2015
Phase 1 of construction up through Belluzzi Blvd has begun. The
contractor has dug the 6 foot holes exposing the service pipe on 5 connections. The steel street plates
have been placed over the holes so one can drive over them. The remaining 6 service lines will be dug then
covered with street plates next Monday and Tuesday, November 2 and 3rd.
Phase 2 has been delayed and now will start on Wednesday, November
4th. Remember, this phase is when water service to everyone will be shut off during working hours from 7 am to 4pm,
then turned back on for the evening until the start of the next workday.
Cragin Pipeline Update 10/25/2015
The Cragin Pipeline will be affecting Rim Trail starting this week. Below is a description of what will be occurring as it
is known at this point. As with most outdoor construction projects of this nature, progress is dictated primarily by two items:
weather and soil/rock conditions.
The district website will contain all known information as it occurs.
It is suggested that you check this page on the website with regularity as updates
will be posted as received.
The contractor plans to only work 4 days per week, Monday thru Thursday. The hours are 7am to 4 pm. They will keep one lane open, but it will
be an obstacle course at times.
Again, if they have equipment failure, weather issues or just poor digging progress, the
timetable will change. These are all best estimates as of last week. It is suggested that those who don’t live up here permanently avoid
coming to Rim Trail during the week.
If one must come up, try and schedule to come to Rim Trail only on the
weekends. When
construction approaches a home and driveway on the West side of Rte 32 (Belluzzi), we will go to the home and
notify the homeowner we are near their driveway. If you have an appointment and need to go out your driveway, you will
want to leave at that time.
As the construction equipment goes in front of a home, you will not be able to drive in and
out of the home. The
driveway entrance could be blocked for 2 to 4 hours. So again, be prepared as to where you want to be when the equipment
approaches your home.
WE RECOMMEND THAT ALL HOMEOWNERS HAVE AT
LEAST 4-5 GALLONS OF WATER IN JUGS, WATER PITCHERS AND OTHER CONTAINERS FOR EMERGENCIES WHILE THIS CONSTRUCTION
GOES THROUGH RIM TRAIL FOR THE NEXT FOUR (4) WEEKS.
Here are the 4 phases:
PHASE 1 - Uncovering Service
lines
This phase starts Monday morning, Oct 26 at 7am.
Contractor will dig 6 foot wide holes to expose our 11 service lines that go to homes on West
side of Belluzzi. Expect 2-3 days to complete job.
It is planned that they will expose the pipe without damaging or breaking the
pipes. However, if
there is a water break, the main line will have to be shut down till the water break is fixed.
If this happens water will be
off most likely 1-2 hours until service line is repaired. After a service line is exposed, a steel street plate will be put over
the hole so one can drive over the hole.
PHASE 2- Cutting service lines and installing
shunt pipe
Phase 2 is scheduled to start on November 2 and take 3-4 days. DURING THIS PHASE, THE WATER WILL BE SHUT OFF FROM 7AM TO 4PM EVERY
DAY OF THIS CONSTRUCTION. Service pipes
will be cut, couplings and shutoff valves installed, and then a 6 foot shunt pipe will be put into the service
line. At the end of
each workday, the water line will be turned back on so water will be available to homeowners in the evening
until the next morning when the water will be shut off again at 7AM.
PHASE 3 -
Trenching
Phase 3 will start on November 9th. It is
expected that the trencher will be at the South end of Rim Trail by Monday, Nov 9. In this phase, only the homeowners on
West side of Belluzzi will be affected. As the trencher approaches an exposed service line, the steel street
plate will be removed and they will shut the water off to that home. The contractor will take out the shunt
piece of pipe, trench thru the open area in the hole, and continue North on Belluzzi. They will also backfill the trench behind
the trencher so there is no exposed trench on the road except where our service lines are covered by the street
plates. Once the
trencher has passed a service line, the shunt pipe will be reinstalled into the line and the water will be
turned back on to that homeowner.
Only individual homeowners on West Side will be affected during this phase of
construction. Expect
each home to be without water for 2-3 hours. It is hoped that the trencher will only require 4 days to go 3500 feet
up Belluzzi. This time
frame is subject to how hard the rock is to dig along our road so it may take longer. If it does, this part of the project will
spill over into the next week.
PHASE 4 - Laying of Pipe into the
Trench
Phase 4 is currently planned to start on Nov 16th.
The contractor will use a large backhoe to re-dig and remove the loose dirt in the recently
excavated trench. They
will lay the pipe into the trench and bury it under fill dirt. As they approach a service line, they
will again remove the steel street plate and place the pipe under the service line. Then fill the trench and hole with
fill dirt. They will
do this without stopping the water flow to each homeowner on the West side. So while we plan not to have an
interruption in water service, homeowners still need to be prepared with an emergency water supply as this
pipe laying phase progresses through Rim Trail.
Again, please utilize the
District website for information updates. This activity presents a bit of a
challenge for us, especially for permanent residents, and your patience and cooperation are
appreciated.

not always good in Rim Trail.
To All Rim Trail District Members:
Many of you have noticed the yellow rope lines along FR32 (aka
Washington Park Road) as you drive to Rim Trail. The CC Cragin contractor currently plans to start
work on Belluzzi Blvd the middle of September. Our main water line going down Belluzzi Blvd, down
Bridge Road and ending in Sierra Vista Lane will be shut off during working hours for 3-4 days
while temporary service lines are installed on Belluzzi. Around the second week of October,
just the service lines going to homes on the West side of Belluzzi will be shut off for
approximately 2 hour periods while the trencher goes down Belluzzi. Then approximately two weeks
later the contractor will be going back down Belluzzi and installing the 18 inch pipeline which
will take water to Payson. The contractor will only be working Monday thru Thursday so on weekends
there will be no construction but you still want to be careful driving through the construction
area.
I will be working very closely with all the homeowners affected by
these shutdowns. I will be giving everyone 1 to 2 day notices as to when and approximately
how long the water lines will be shut down. Water will be turned off in the morning for
construction then will be turned back on by 5pm each evening. It is recommended that those
homeowners affected would store at least 3 gallons of water to cover their needs during the
day. Only homes off of Belluzzi Blvd, Bridge Rd and Sierra Vista Ln will be affected by this

7/8/15 The contract for construction of the
C.C. Cragin pipeline has been awarded to T & T Construction Company of Fountain Hills,
AZ. Current schedule shows that they will begin digging the week of August 5th at the
Tailrace at the North end of the project and work their way down Belluzzi Blvd. The Rim Trail DWID
will blue stake our service lines on Belluzzi Blvd the week of July 20th. Current estimate is that
the trenching will progress at 200 to 300 feet per day, so we expect this project will impact
travel on Belluzzi Blvd. between two and three weeks. Observe road construction warning signs
as you approach Belluzzi Blvd and drive carefully as there will be many construction workers along
the road.

April 7,
2015 After years of talk, the town of Payson
finally secured a loan to finish the C.C. Cragin Pipeline that will take water from the Washington
Park spillway to a water treatment facility next to Mesa del Caballo. The pipeline
construction is expected to begin this summer and go through the intersection of Box Elder Lane and
Belluzzi Blvd all the way to the intersection of FSR 32 and Control Road. It is our
hope that it will not severely limit travel in Rim Trail during the summer months. Once
we are informed of the construction timeline it will be posted on our web site,
rimtrailwater.org, along with regular updates on the construction progress. The town of
Payson is also committed to keeping one lane of traffic open at all times. Thank you in
